Find the Police Keychain in the Police van and the Flowers Keychain in the Florist's van around the Quad. Use both keychains at the center of the Quad to open the bomb and collect the Tea Recipe. Inspect the left side of the bomb for the '900 AM' text and tune the Florist's Van radio to 900 AM.
